2Item, becaus ane grete part of the realme, and specialie nere the bordouris, hes bene thir mony yeris bigane in oure soverane lordis lesse age unplenissit, and ane gret part of the inland spulyeit of thare gudis and the samin had and sauld in Ingland be thevis and tratouris, quharethrow all maner of stuff hes growin to ane gret price and derthe, and now oure soverane lord putting ordour of justice, rest and tranquillite amangis his liegis and that playnte of gudis may grow amangis thame, hes ordanit and statute, with the avise of his thre estatis in parliament, that na maner of man in tymes cuming sell nolt, schepe or uther cattell, auld nor young, to ony Inglissmen be him self or ony mediat persoune, nor have or send the samin in Ingland to be sauld, and that na maner of man send in to Ingland vittalis, fische or salt under the pane of confiscatioune of all thare movable gudis, and that all wardanis, provestis, ballies of townys and keparis of portis and havynnis within the realme mak diligente serche and seke the brekaris herof, under the pane of tynsale of thair offices and presonyng of thare personis yere and day enduring the kingis graces will; and gif ony Inglissman will cum in to this realme with thair schippis to by vittalis, fische or salt, the kingis grace sall graunt to thaim his saif conducte to do the samin, geif his grace thinkis the samin expedient; and the said sauf conducte beand optenit,3 it salbe lesum to all merchandis and utheris within the realme to sell sik merchandice to the saidis Inglissmen for gold and silvir, or to bartour for utheris gudis sufficient merchandice.
