That no man sail to Flanders but twice a year

2Item, it is statute and ordained for the honesty of the realm, welfare and profit of all our sovereign lord's lieges, especially his burghs and merchants of his realm, that no ship be freighted nor merchants sail therein with their goods and merchandise out of the realm to3 Flanders but twice in the year, that is to say to the Easter market [March-April] and Rood market [September] under the pain to each person coming in contradiction hereof of £20 to be raised and brought in to the king's use.
