Procedure: fining absent members
Ordered that the members that are present at calling the rolls and absent from a vote without leave be fined as if they were absent the whole sederunt.
Procedure: observations on the poll
The fourth observation on the discharge of the account of the poll of 1698, with the memorial given in by [William Cochrane of] Ferguslie, read and after reasoning thereon it was put to the vote, allow the quadruples of the army as an article of the discharge, yes or no, and carried in the negative.
Ordered that the article in his memorial that the books were not returned in due time from the several shires therein mentioned, be remitted to the commission to inquire anent what damages he sustained thereby on the said account, and what abatement he should have therefore, and what part of the balance he should retain in his hands, and to suspend execution for the said part and to report next diet of parliament.
