At Perth, 27 November 1650. Our sovereign lord and estates of parliament have given and granted and by this act give and grant full power to [Archibald Campbell], marquis of Argyll, the earls [Alexander Montgomery, earl of] Eglinton, [John Kennedy, earl of] Cassilis, [William Kerr, earl of] Lothian, [Sir Alexander Sutherland of] Duffus, [George Buchanan of] Buchanan and [Sir Charles Erskine of] Alva, [Bandeath and Cambuskenneth], [Andrew] Grant [of Balhaggillis], Alexander Bower, George Jamieson and James Sword, and [John Campbell, earl of Loudoun], lord chancellor, to be supernumerary2, as a committee of parliament (or any four of them as their quorum without distinction3) to the effect after-specified, namely: to think upon the best overtures anent the commanding, strengthening, uniting, disposing of and providing of the forces of the kingdom with maintenance, ammunition and other necessaries requisite for their provision, and for redressing of all disorders, oppressions and enormities committed or which shall happen to be committed by them, and for considering of any other things concerning the forces of the kingdom; and ordain their place of meeting to be the kirk session house. And further our sovereign lord and estates aforesaid give full power to the said committee or their quorum to confer anent the particulars after-specified with such of the commissioners of the general assembly as shall be appointed, namely: anent the causes and time of a solemn fast and humiliation, anent the ceremonies requisite at his majesty's coronation, anent ministers for his majesty's family, and anent the reasons for and against why men should be admitted or excluded from joining with the army or acting a part against the common enemy; and ordain them to report their proceedings in the premises to the said estates of parliament. And likewise our sovereign lord and estates of parliament remit to those of the conference with the commissioners of the church to speak anent the expediency of calling a general assembly at this time.
