Proclamation: dispensation to inferior courts to sit

Regarding the proposition made that a proclamation may be made for discharging all judicatories during the sitting of the parliament without dispensation,

The estates appoint a proclamation to be made dispensing with the sitting of sheriff courts, commissariat courts, bailie courts, baron courts and burgh courts to 31 August next, providing they proceed not against members of parliament or any of the army or any employed in public affairs.
