Thereafter the said overture regarding the justices of peace and beggars as they are marked in paper apart upon the overtures produced by the commission.

The commission for manufactories read, voiced and passed in articles, and [Sir Thomas Hope of Craighall], advocate, to draw up the commission to 123 noblemen, 12 barons, 12 burgesses with 12 councillors, or any five of every one of them, to think upon the persons.
