Procedure: representation from the commissioners of the kirk
The answer of the commissioners of the kirk regarding the lawfulness of their assembly etc.
2The which day Sir John Cockburn of Ormiston, knight, his highness's justice clerk, and Master Edward Bruce, commendator of Kinloss, being directed from his majesty, his nobility, council and estates presently convened to the commissioners of the presbyteries of the kirk, also presently convened, craving their answer upon the lawfulness of their assembly and if they were authorised with commission from their said presbyteries to hear such things as his highness had to propose, and to give answer, treat and conclude thereupon, the said justice clerk and commendator foresaid returned and reported their answer in writing as follows: At Perth, 3 March 1596 [1597]. The brethren present all in one voice thinks that this their general assembly is lawful by reason of his majesty's letter direct to the presbyteries and the presbyteries' commission given to them to meet in this town of Perth, and are willing to hear what his majesty shall propose, and to give answer, treat and conclude according to the commissions with which they are authorised by the presbyteries.
