[Sir Archibald Napier], laird of Merchiston's protestation
2Sir Archibald Napier of Edinbellie [and Merchiston], knight, as commissioner for the sheriffdom of Edinburgh principal, by his vote dissents from the dissolution of the mines and setting of the same in feu after the manner proposed, by reason the same is proposed with reduction for payment now only of 100 stone of each 1,000, whereas the mines paid of before 50 ounce utter-fine silver of each 1,000 stone, which is nearly four times as much profit as the offer proposed; as also protests as general of his majesty's mint-house that no collector be appointed over the collection of his majesty's duty of the mines except the general of his majesty's mint-house, and that because it is a part of the said general's office, whereof he and his predecessors generals have been hitherto in use.
