Forasmuch as the king's majesty expounded and declared to his nobility, council and estates presently convened how that it has been heavily and often lamented to his highness by a great number of his majesty's subjects that, by the great scarcity of low denomination coin presently current within this realm, not only is the exchange of gold and silver and of all sorts of small wares and merchandise greatly hindered, but his majesty's subjects of the meanest degree and rank, who for the most part were occupied and profited by the making of the said exchange, are now chiefly affected and prejudiced. For remedy whereof in time coming, his majesty, with the advice of his said nobility, council and estates, has given and granted his highness's full power and commission, express bidding and charge to Sir Thomas Lyon of Auldbar, master of Glamis, his highness's treasurer, Master David MacGill of Cranstoun-Riddel, advocate, Master John Skene [of Curriehill], clerk register, George Home of Wedderburn, Alexander Home of North Berwick Mains, provost of Edinburgh, and William Little [of Over Liberton], burgess of Edinburgh, jointly, to convene, consult and advise by what form and order the said exchange may be best entertained and what is thought most fit and convenient by them, to report the same at the next general convention of the said nobility, council and estates, that the same, being found allowable by them, may be pursued, to the ease of his majesty's subjects and common benefit of the realm.
