Oure soverane lord, considering the present greit charges of his estate likly daylie to incres be the intertenyment of his houshald officiaris and servandis, the beiting and reparatioun of his palaces, castellis, hous, ordinance and munitionis, the sustening of guarnysonis for keiping of quietnes and gude ordour on the bordouris, and sindrie utheris necessar occasionis, respecting thairwithall how his propirtie, casualitie and utheris rentis quhairupoun the saidis charges aucht and mon be sustenit ar sa greitlie hurt and diminishit and the prices, alsweill of all provisionis for his hous as of merchandize, rissin to sa exorbitant derth as his hienes ordiner rentis and casualiteis ar not able to beir his charges, specialy gif the accidentis fallin be eschaet of the personis laitlie forfaltit in this parliament salbe suddanlie disponit for litill or na commoditie to his hienes; quhairfoir oure soverane lord, be advise of his thrie estaitis, promittis that he will nawyse mak ony gift or dispositioun of the casualities now being in his hienes handis be the saidis foirfaltouris, or subscrive ony signatour or promes thairupoun without the counsale, conference and advise of a sufficient nowmer of his counsellouris now chosyne and sittand togither in counsale, and that the signatouris and writtis be first considerit and subscrivit be thame and noted be the clerk according to the maner prescrivit in the act of establishing of his hienes counsale; and incaise ony writting or signatour concerning the saidis lait fallin casualities sall happyne upoun inoportune sute to be past utherwyse, that the samyn be null and on nawyse to pas the seillis.
