Our sovereign lord, with the advice of the three estates in this present parliament, revokes, makes void and discharges all manner of pensions, gifts, seals and assignations made by his highness to any manner of persons of his property, and similarly all letters given custom-free, and wills that none of them be answered or obeyed by any manner of way in time to come, but that his whole property be brought in to [James Colville of Ochiltree], his comptroller, for furnishing of his most honourable household and expenses, because in times bygone, though the unprofitable disposition of our sovereign lord's property, his highness has not been furnished to his estate and diverse inconvenients have followed thereupon; with certification to all stewarts, chamberlains, bailies, customs officers and other intromitters with our sovereign lord's property that if they make payment to any persons, notwithstanding the aforesaid, the same shall not be allowed to them in the exchequer, but shall be compelled to make payment thereof to the comptroller.
