On 26 January 1488 [1489] these acts which follow were made and confirmed in the aforesaid parliament by our supreme lord the king and the three estates of the realm:

It is decreed and ordained by our sovereign lord and his three estates that a gold penny be struck and shall be the [same] weight, fineness and size of the French crown and to have course for 14s, with the imprint of the king's arms on the one side, as the Scottish crown has, with this written above: 'Jacobus quartus dei gratia rex Scotorum', and on the other side an image of the king in a chair with a long robe and on that side [is] to be written around [it]: 'Saluum fac populum tuum domine'. And a silver penny of the [same] fineness of the English groat, and ten of them [are] to make an ounce and have course for 14d, and to have the same imprint as the current 14d groat, except that the visage shall stand even in the new groat. And that [a] half groat be made equally according to that and [it is] to have course for 7d. And that no bullion or reduction [is to] be made of the king's coin under the pain of death. And that swift execution [is to] be made and inspectors [sent] for the importation of bullion in all things according to the form of the acts and statues made for that in the last parliament and other previous [parliaments]. And that each and everyone of the king's customs men charge all merchants with as many ounces of bullion as is fitting for their goods, and that forth of the realm after the coronation of our sovereign lord according to the acts of parliament previously made for that, for which the said customs men shall be held to provide accounts at the next exchequer, [and] that their accounts state the number and value of the said ounces and names of the merchants as of the king's custom.

Item, it is concluded and ordained by our sovereign lord and his three estates that, for the honour and good public of the realm, the see of Glasgow is to be raised to an archbishopric, with such privileges as accords with the law and just like the archbishopric of York has in all dignities, immunities and privileges as the habit and custom is, and as shall be agreed between the said bishop of Glasgow and the prelates and barons, that our sovereign lord will take under advisement, and that none of the king's lieges act against this under the king's indignation and [the] pains of breaking his acts of parliament.

Item, regarding the barrel of salmon and the packing and measure of the same by which our sovereign lord and his lieges are defrauded, it is decreed and ordained that the said measure of the barrel, which is known as the Hamburg barrel, be of the measure of 14 gallons and that two girths be made of iron, one for the middle and one for each of the ends, and sent to Perth and Aberdeen and other necessary places where salmon are made for the observance and keeping of the said measure, and wherever it is found [that] any salmon [is] made within the said measure that they be our sovereign lord's escheat, and swift execution of this [is] to be made by the king's customs men and inspectors who shall be appointed for this in all parts of the realm.

Item, regarding Sir Henry Sinclair, that our sovereign lord, with the advice and decision of the estates of his parliament, declares that as the said Sir Henry's grandfather and father, lords Sinclair for the time, are deceased, and the said Sir Henry [is their] rightful inheritor, that he is chief of that bloodline and wills therefore that he be called Lord Sinclair in the future, with all dignities, immunities, privileges, tenants and tenantries which pertain to it according to the form of the charters and evidence made for it.
