The estates of parliament, now presently convened in this third session of the second triennial parliament, have nominated and appointed and nominate and appoint Sir James Hope of Hopetoun, Mr William Sandilands of Hilderston, Sir John Chiesley of Kersewell, knight, Sir James Stewart [of Kirkfield and Coltness], provost of Edinburgh, George Porterfield and Mr Robert Barclay as a committee of parliament (or most part of them as their quorum) to consider the several rates of money and whether it be fitting at this time to overvalue the same or not, and to think and consider upon some effectual way how bullion may be brought into the country according to the acts of parliament.
