The king's majesty, considering that some difficulties have occurred concerning some expressions and qualificationes mentioned in the act made in the last session of parliament concerning apparrell, and that the manufacture of whyt lace or pearling made of threed (wherby many poor people gaind thair livelyhood) was thairby much prejudged and impaired; for the clearing and remeid wherof in tyme coming, his majestie hath thought fitt, with advice and consent of his estates of parliament, to rescind, dischairge and annull that pairt of the aforementioned act for apparell concerning the allouance granted to the persons thairby priviledged, to wear velvet, satins and other silk stuffs, etc., and declaires that now and in tyme coming it shall be frie to all and everie persone within this kingdome to wear all such silks, whyte lace, cloathes and uthers, in the same manner and als frielie as be the foresaid act, they were alloued to be worne by the priviledged persones thairin mentioned, and that plain sattin ribbons may be worne upon apparell in the same manner as taffetie ribbons, any thing in the said act to the contrair notwithstanding. Lykeas his majestie, with advice forsaid, doth hereby ratifie and renew the aforesaid act past in the last sessione of parliament concerning apparell, in all the other heads, clauses and articles thairof, which are not by this act innovat or dischairged.

The king's majestie, considering the prejudice that doth and may arise to the trade of tobacco be and upon occasion of the late imposition upon the tobacco, and the gift of the same given, undir his majesties' great seal, to Sir Johne Nicolson of Nicolson, of the date the second of December, one thousand, six hundred [and] seventie one; thairfore, his majestie, with advice and consent of his estates of parliament, doth dischairge the said imposition upon the tobacco, and declaires the said imposition, and gift thairof granted to the said Sir Johne Nicolson, to be void and extinct, to all intents as if the said imposition and gift had not been imposed or granted. And his majestie, with consent forsaid, doth allow the importing of tobacco in all tyme coming, frie and without payment of any other custome and imposition but the ordinarie custome, conforme to the book of rates and the excise. It is alwayes declared and ordained, that such soumes of money as have been payed to the said Sir Johne, or to any person in his name, for and upon the accompt of the said imposition, and all bands granted upon the accompt forsaid, shall pertaine to his majestie, and the said Sir Johne shall be accomptable for the said soumes, and shall be obleidged to deliver the saids bands to the lords of his majesties' thesaurie, for his majesties' use, excepting alwayes the band given for the tobacco imported in the ship called [...], wherof Johne Philips is master, arrived at the port of [...] in the west, which his majestie doth discharge, and ordaines to be given back to those who granted the same; and siclyke, excepting any other bands granted upon the accompt of the said imposition where the tobacco is not vented as to such proportions thairof, as the merchants shall declare upon thair oath, are not sold by them, they alwayes paying the ordinary dues, viz, custome, conforme to the book of rates, and excyse. And his majestie, with advice forsaid, doth hereby declare all tobacco already imported to be frie of the said imposition, wher money hath not been payed or bands granted for the same, and dischairges any arrestments laid thairon upon the accompt of the said imposition.
The king's majestie adjournes this parliament till the fourtein day of October nixtocome.
