To the lord comissioner, his grace, and the remanent lords and wthers of the parlement and articles, the petition of James, marques of Montrose.
Scheweth,
That wher at the town and kirk of Killerne and town and lands of Strablaine pertaining heretebillie to your petitioner, lyand within the shreffdome of Stirling, their is publict places of resort and lyes neer to the highlands; and that for the incouragement and advantage of those who dwell wpon the samene lands and such as dwells theirabowts, and for keeping comerce and trade amongst his ma[jesties] lieges and subjects in those bounds, and that all persons resorting ther and such as have their habitation theirabowt may be furnisched and supplyed with all maner of comodities wherof they stand in need, it is most convenient and necesser their sowld be ane yearlie fair at the said kirk and town of Killerne on the sixth day of September, the samene being laufull, or any wther laufull day being two dayes befoir the latter fair day in Stirling, and at the said kirk and town of Strablaine on the first laufull day befoir Hallowmes ilke year in all tyme coming; and that ane act of parlament were made and emitted, giveand full and frie power, priviledge and libertie to your petitioner for the said fairs and all tolls and customes and wther caswalities arysing fra and known to belong to publict fairs within this kingdome, to be receaved, intrometted with and wplifted be your petitioner and his successors for their own wse, and to exercise all power, jurisdiction and priviledge granted or competent to any person or persons for keeping order in publict fairs, and attaching and punisching delinquents and trowblesome persons within the samene at any tyme, and that conforme and according to the parlement's custome in the lyke caices.
May it theirfoir please your grace and lo[rds], in consideration of the premiss, to grant power and libertie to your petitioner and his successors for the proclayming of the said publict fairs at the saids kirks and townes of Killerne and Strablaine on the foirsaid dayes respective, and to ordain all customs and wther profites arysing theirfra and power of jurisdiction competent theirto to be wplifted and exercised by your petitioner. And your grace and lo[rds] answer your petitioner humblie expects.
