The king's majestie and estates of parliament, haveing heard a supplication presented unto them be Leiutennent Generall William Drumond, mentioning that the regall toun of Dumblane, being verie far distant from the royall burghs of that shire, hes been for tyme past memorie in vse of keeping yeerlie three fairs, to wit, Witsunday, Lawrence day and Hallow day, betuixt the last therof and the first being more then sex moneths, it wer very convenient for the leidges of that shire who inhabite the west end therof, threttie or fourty mylls distant from the head burgh of Perth, to have ane fourt fair; humbly therfor, desyreing ane other fair and weeklie mercat to be added. Thairfor the king's majestie, with advice and consent of his estates of parliament, doe heirby give and grant to the said Leiutennent Generall William Drumond, his airs and successours, ane fourt fair to be holden and keept upon the first day of March yeerlie, called St Monance day, with ane weeklie mercat to be holden weeklie upon Thursday within the said toun of Dumblane, in all tyme comeing, for buying and selling of horse, nolt, sheip, fish, flesh, meill, malt and all sort of grains, merchant commodities and others used and wont in the lyk caces, with full power to the said Leiutenent Generall William Drumond, his airs and successors, or such as they shall appoint, to collect, uplift and intromet with the tolls, customes and other dewties belonging to the said yeerlie fair and weeklie mercat, and to enjoy all other freedoms, liberties and immunities therunto belonging, siclyk and als freely as any other in the lyk cace hes done or may doe in tyme comeing; and recommends to the lords of his majesties' exchequer to passe ane signature heirupon if neid bies.
