Our soverane lord and estates of parliament, haveing considered the report of the committie for the elections of commissioners concerning the tuo commissions granted in the shirreffdome of Stirling, doe find that neither of the elections hath been formall and conforme to the acts of parliament, bot that both appeare to have been partially caried on and, therfor, his majestie, with advice and consent of his estates of parliament, doe appoint a new election to be made of commissioners for that shire and, for that end, ordaines the shirreff clerk to give intimation to all persons who, be act of parliament, are capable to vote in the election or to be elected commissioners, to meit at Stirling upon the fourt day of November nextocome, and that ther, at that tyme, they make choise of one of their oune number to be thair president, and then proceid to the election of commissioners to the parliament, conforme to the lawes of the kingdome, and it is heirby declared that non residence shall not be ane exception why any (otherways capable) may not vote in the election or be elected commissioner.

Forasmuch as diverse questions have arisen in the election of commissioners from the shires to the parliament, whither such heritors and others who be law are capable to vote in the election of commissioners or to be elected, being non residenters within the shire should be admitted as capable to vote in the election or to be elected, for cleiring whairof his majestie, with advice and consent of his estates of parliament, finds and declares that nonresidence shall not be ane exception why any (otherways capable) may not vote in the election or be elected commissioners.
The lord commissioner adjurns the parliament till the threttie day of October.
