Forasmuch as by ane act past in the second session of this parliament, on the fyft of September last, concerneing the declaration to be taken by all persones in publict trust, it is remitted to his majesties' commissioner to take such course as he should think fit how these who are presentlie in office may subscryve the declaration; and the king's majestie, being resolved that all in publict trust should, without further delay, signe the same, but considering that in this vacant time many of the courts of justice doe not sit, so as some longer time must be allowed to them, therfor, the king's majestie, with advice and consent of his estates in parliament, statuts and ordaines all persons who enjoy or possesse any publict trust or office within this kingdom as officers of state, members of parliament, privy councellers, lords of the session, commissioners in exchequer, all members of the colledge of justice, shirreffs, stewarts, baillies of regalities, commissaries, justices of peace and their respective deputs and clerks, and all who enjoy any other publict charge, office or trust within the kingdome, to subscryve the declaration heirunto subjoyned in presence of the severall courts they relate to, betuixt and the elevent of November nextocome, or sooner as they shall have occasion or be required therto by his majesties' councill, dischargeing heirby all such of them who shall not signe the same, as said is, to exerce any publict trust or office within the kingdome after the said elevent of November. And that a speedy account may be returned heirof, it is heirby ordained that the shirreffs in the severall shires be carefull in requireing due obedience to this act, and that they and all others concerned therin make report therof to his majesties' councill betuixt and the first of January nextocome. And seing the election of the magistrats and councill of burghs will occurre about Michaelmes next, and that some disaffected persons in burghs, haveing none or small advantages by their magistracy, may upon account of this declaration refuise to accept any charge or trust, it is therfor by his majestie, with advice forsaid, statute that at the next ensueing election of magistrats within burgh all such persones who shall continew in or be of new elected to be magistrats, clerks or of the councill of burghs shall at such their elections, if they be present, or otherwayes how soon therafter they shall be required therto by these who did elect them, signe the declaration aforsaid; declareing heirby all who shall refuise or delay the same to be from thenceforth not only incapable of and to have forfalted the priveledges of a magistrate, bot also all the priveledges of merchandizeing, tradeing and others belonging to a burgesse, and that the severall burghs make report of their proceidings therin to the lords of his majesties' privy councill betuixt and the forsaid elevent of November, as they will be anserable upon their duety and alledgeance. And for such as shall heirafter be admitted to any publict trust or office, they are to signe the declaration in maner and under the certifications exprest in the former act of parliament of the fyft of September; and his majestie doth heirby recommend to the lords of his majesties' privy councill to be carefull that these acts be put to dew execution, and receave obedience conforme to the tenor therof.
I [---], doe sincerly affirme and declare that I judge it unlawfull to subjects, upon pretence of reformation or other pretence whatsoever, to enter into leagues or covenants or to take up armes against the king or these commissionat by him, and that all these gatherings, convocations, petitions, protestations and erecting and keeping of councill tables that wer used in the begining and for caryeing on of the late troubles wer unlawfull and seditious, and particularly that these oaths wherof the one wes commonlie called the Nationall Covenant (as it wes sworne and explained in the yeer 1638 and therafter) and the other entituled, a Solemn League and Covenant, wer and are in them selffs unlawfull oaths, and wer taken by and imposed upon the subjects of this kingdome against the fundamentall lawes and liberties of the same; and that ther lyeth no obligation upon me or any of the subjects from the saids oaths or either of them to endeavour any change or alteration of the government either in church or state as it is now established be the lawes of the kingdome.

The estates of parliament, considering what great sumes of money are caried out of the kingdom by persons importers of corn hither from Ireland who, haveing sold their cornes, export the money without bartering any of the commodities of this kingdome, wherby the whole nation, particularly those adjacent parts of the kingdome, are much impoverished of money, and that it is just and reasonable that the said cornes should beare custome towards the increase of his majesties' revenew proportionably with other imported commodities, especially when the cornes of this kingdome are sold at easie rates; therfor the king's majestie, with advice and consent of his estates of parliament, doth heirby impose three pund[s] Scots of custome upon ilk boll [of] Linlithgow measure of corne imported into this kingdome from Ireland, after the first day of September next, and appoints threttie shilling[s] Scots to be raised upon ilk boll alreadie imported and not yet retailed, conforme to the act of the committie of estats made theranent in anno 1660. But least the more indigent sort of people might be prejudged by hightning the prices of the saids cornes in time of dearth under pretence of the said custome, therfor the king's majestie, with advice and consent forsaid, doth heirby give power to the lords of his privy councill to remit and discharge the exacting of the said custome when they shall find the prices of the victuall of this kingdome, meall and barlie respective to exceid eight punds the boll; and appoints the lords of his exchequer to cause put this act to full execution, and cause the forsaid custome to be exactly leveyed, with power to them to allow such fies to the collectors therof as they shall think fit.

The lord commissioner adjurnes the parliament till this day eight dayes the fourteinth of this moneth.
