The estates of parliament understanding that there be sundry who were upon the late unlawful Engagement who used several insolencies and outrages, against whom there are various complaints at the instance of those who were wronged by them, and considering that the said persons for fear of punishment may escape, whereby the supplicants will be altogether frustrated, therefore the said estates grant warrant and power to [John Campbell], earl of Loudoun, high chancellor, [Alexander Leslie], earl of Leven, lord general, and Sir James Stewart [of Kirkfield and Coltness], provost of Edinburgh (or any two of them, the lord chancellor being one) upon complaint to be given in by any party against the said persons who have been in the Engagement aforesaid and have used insolencies and outrages as said is, to give warrant for securing their persons until they find caution for the peace of the kingdom and answer to the said complaints.
