Procedure: commission of lieutenancy to Captain Andrew Hay
Commission to Captain Andrew Hay to be lieutenant to the general quartermaster

The estates of parliament, taking into their consideration that they by their act and commission of the date hereof have nominated, appointed, made and chosen General Quartermaster Robert Innes to be general quartermaster of the whole foot and horse to be employed within or without this kingdom, for preservation of religion, the covenant, the king's majesty's person and authority and peace and good of this kingdom, as the commission granted in his favour relating thereto more fully bears; and herewith also considering that the said General Quartermaster Robert Innes has condescended and agreed with Captain Andrew Hay to be his lieutenant general in the aforesaid place and charge of general quartermaster, the said estates do therefore appoint and make choice of the said Captain Andrew Hay to be lieutenant to the said General Quartermaster Robert Innes in the aforesaid place and charge of general quartermaster of the whole foot and horse to be employed within or without this kingdom for the ends before rehearsed. With power to the said Captain Andrew Hay to use and exercise the said place and charge of lieutenant to the said General Quartermaster Innes in that place and charge of general quartermaster aforesaid, and to do everything necessary for the good of religion, the covenant, his majesty's person and authority and peace of this kingdom which to the office of a lieutenant to the general quartermaster in the place and charge of general quartermaster does appertain, giving to him all the power and privilege due to him as lieutenant in the aforesaid charge of general quartermaster to be held by him as fully as any lieutenant to the general quartermaster in that charge has done of before, during etc.
