The estates of parliament, having heard and considered the report of that committee appointed for condescending upon the ways for payment of that which is unpaid of the assignments of the regiments for their service at Philiphaugh and for disbanding of the army, they find by the said report that there is resting to the three regiments of [Alexander Leslie, earl of Leven], lord general, [David Leslie], lieutenant general, and Major General Middleton, due for their month's pay for their service at Philiphaugh, the sum of £31,766 13s 4d, which sum the estates ordain to be advanced and paid to the said three regiments by the burghs and shires as follows, namely: by the sheriffdom of Berwick - £3,555; by the burgh of Lauder - £45; by the sheriffdom of Roxburgh - £5,778; by the burgh of Jedburgh - £126; by the sheriffdom of Selkirk - £1,278; by the burgh of Selkirk - £126; by the sheriffdom of Peebles - £1,638; by the burgh of Peebles - £106; by the sheriffdom of Lanark - £5,382; by the burgh of Lanark - £162; by the burgh of Glasgow - £1,530; by the burgh of Rutherglen - £45; by the sheriffdom of Fife - £6,642; by the burgh of St Andrews - £780; by the burgh of Dysart - £270; by the burgh of Kirkcaldy - £600; by the burgh of Cupar - £216; by the burgh of Anstruther Easter - £180; by the burgh of Pittenweem - £120; by the burgh of Dunfermline - £162; by the burgh of Burntisland - £206; by the burgh of Crail - £216; by the burgh of Kinghorn - £108; by the burgh of Anstruther Wester - £54; by the burgh of Inverkeithing - £90; by the burgh of Kilrenny - £27; by the sheriffdom of Linlithgow - £1,746; by the burgh of Linlithgow - £324; by the burgh of Queensferry - £108; by the sheriffdom of Edinburgh principal - £134 13s 4d.
Item, the estates find there is resting to [William Ramsay], earl of Dalhousie's regiment the sum of £7,001 13s 4d, which they ordain to be paid to that regiment as follows, namely: by the sheriffdom of Haddington - £3,384; by the burgh of Haddington - £324; by the burgh of Dunbar - £180; by the burgh of North Berwick - £36; and by the sheriffdom of Edinburgh - £3,077 13s 4d.
Item, the estates find by the aforesaid report that there is due resting unpaid to Colonel Fraser's regiment the sum of 10,050 merks, which the estates ordain to be paid to the said regiment as follows, namely: 7,000 merks thereof by [Robert Pringle], laird of Blindlie for his fine undischarged by the parliament, according to their act of 3 February instant, and ordain the other 3,050 merks to be paid by the sheriffdom of Dumfries out of the first and readiest of the £4,446 payable by that shire.
Item, the said estates likewise find by the aforesaid report that there is resting to [Thomas MacLellan], lord Kirkcudbright's regiment £12,963, which they ordain to be paid to that regiment as follows, namely: the sum of £10,000 to be paid by [John Maxwell], lord Herries [of Terregles] as the pain of contravention of the act for his good behaviour and for rescinding his decreet of forfeiture, whereof there is 10,000 merks for the contravention of his act for his good behaviour wherein the Lord Kirkcudbright is cautioner and so liable for payment of the said 10,000 merks, and ordain the other £2,963 to be paid to the said regiment out of the sheriffdom of Wigtown and stewartry of Kirkcudbright.
Item, the estates find by the aforesaid report that there is resting to [Hugh Montgomery], lord Montgomery's regiment £992 6s 8d, which they ordain to be paid to that regiment by the sheriffdom of Dumfries.
Item, the said estates find by the aforesaid report that there is resting to [James Elphinstone], lord Coupar's regiment the sum of £4,266 13s 4d, which they ordain to be paid to that regiment as follows, namely: the sum of £4,000 by the sheriffdom of Perth, the sum of £108 by the burgh of Culross, the sum of £144 by the sheriffdom of Kinross and the sum of £14 13s 4d by the sheriffdom of Edinburgh.
And also the said estates find by the aforesaid report that there is one month's pay to be advanced to 40 troopers of Colonel Barclay's troop at 14s per day, therefore £84, with £45 for one month's pay to a lieutenant and £36 for one month's pay to a cornet: in total £921. Which sum the estates ordain to be paid for the said month's pay to the said 40 troopers, one lieutenant and one cornet by the said sheriffdom of Edinburgh, which completes the month's maintenance except for only £33 13s 4d thereof, which yet rests by that shire.
And likewise the said estates approve the aforesaid report of the committee in the particular heads and articles thereof above-mentioned, and ordain the sums above-written appointed to be paid by the shires and burghs respectively before rehearsed to be allowed to them in their maintenance now to be laid on the burghs and shires by this session of parliament, and ordain that what remains of the monthly maintenance unassigned to be paid by the burghs and shires between now and 20 February instant for buying of meal to the magazines. As also ordain that advertisement be sent to the committees of war in the several shires post haste by their commissioners to make ready the sums respectively before ordained, the nearest shires between now and 8 February instant and the remotest between now and 13 February thereof, with certification that they shall be quartered upon until the regiments be paid and that the heritors failing shall pay the fourth part more than their proportion by the transient quarters of the said regiments upon other shires in their way to the deficient shires. And the said money to be sent by each shire to their commissioners between now and the said day or otherwise disposed of as they shall receive orders from the parliament.
