The estates of parliament, having considered the query underwritten presented to them by James Stewart, namely: whether the estates should be debtors to him for the 500 bolls of meal that was taken out of his cellars in Leith by act and warrant of parliament in July last for supply of the poor in the town of Leith or not, seeing albeit warrant was given by the parliament to the town of Leith for a voluntary contribution out of all the shires and parish kirks on this side of the River Tay yet no use has been made of that act for a general collection, and James Stewart is unpaid for the said 500 bolls of meal that was taken out of his cellars for the supply of the poor people in Leith; the said estates declare the aforesaid 500 bolls of meal above-written to be a public debt, and ordain the said James Stewart to be paid for the same by the public, for the which this act shall be a warrant.
