The estates ordain and command the general of the artillery and his deputes to deliver presently out of the public magazine to the earl of Lanark for the use of the sheriffdom of Lanark 1,000 muskets and bandoliers, 500 picks and 200 swords, with match, powder and ball proportional, the said general of artillery and his deputes first receiving either payment for the same or sufficient surety for restoring as much back again to the magazine between now and 31 May next.

The convention of estates ordain the general of the artillery to deliver out of the public magazine to Sir William Cochrane of Cowdoun for the use of the sheriffdom of Ayr 1,000 muskets and bandoliers, 2,000 weight of match and 1,000 weight of ball, the said Sir William assigning to the general of the artillery and his deputes the contract whereby Alexander Maxwell and James MacKean are bound to deliver to him at Leith 1,000 muskets and bandoliers and 2,000 weight of match between now and 7 May, and also giving bond that if the merchants fail, that he shall pay the said general of the artillery and his deputes the price thereof at that day for the use of the public.

Warrant for [John Sinclair, lord] Sinclair's regiment to march

Forasmuch as the estates have thought fit that for securing the peace of the borders from invasion from England that Lord Sinclair's regiment march forthwith there, these are therefore to require the Lord Sinclair and the other officers of that regiment to march presently with their regiment towards Dumfries the nearest way as he shall think fit, in this particular he failing not to give speedy obedience as he will be answerable

These are to require the committee of war of the shire and town of Stirling to furnish 60 horse for carrying of the ammunition and baggage of the Lord Sinclair's regiment, and that they be in readiness the morning of the 16 of this month at 7 o'clock; and if they shall refuse, with power to the officers of the army to press horses there or in any other place where they shall happen to be in their march.

Order to Clydesdale concerning [Sir Mungo Campbell of] Lawers' regiment

The convention of estates ordain the committee of Lanark and Hamilton each to provide 40 horse for carrying the baggage of Colonel Campbell's regiment quartered in their bounds, to be at Carnwath on Tuesday in the morning where he is to have his rendezvous, and to march from there towards Dumfries.

Warrant for transporting ammunition

The convention of estates ordain and command William Thomson to cause transport the ammunition appointed to be given out of the magazine for Colonel Campbell's regiment to the town of Carnwath, where they are to have their rendezvous, and to see the said ammunition be at them on Monday at night, and that the bailies of Leith be assisting to that effect and to provide and press horse if need be upon reasonable prices.

Legislation
Act in favour [Alexander Lindsay], lord Balcarres

The convention of estates, understanding that Alexander, lord Balcarres, colonel, out of his affection to the good of kirk and kingdom, did by allowance and warrant of the committee of estates engage himself and his friends for levying two troops of horse in the expedition to England, and that the said committee did by their act of 30 November last oblige themselves to relieve the said lord, and for that purpose gave command to [Sir Adam Hepburn of] Humbie, commissary-general of the army, and his deputes to make payment to the said Lord Balcarres of the sum of £100 Scots for each trooper, a trumpeter, three corporals and a smith in each troop levied by the said lord, as the act bears; and the estates being willing to give all assurance to the said lord for his relief in this generous undertaking, they do therefore, in ratification of the said act of the committee, bind themselves to relieve the said lord of his engagement aforesaid, and, for this effect, also ordain and command the said Lord Humbie and his deputes to make payment to the said Lord Balcarres of the said sum of £100 for every trooper, trumpeter, three corporals and each smith levied by him according to the first musters and enrolment, and that out of the first and readiest public monies being in his hand between now and Whitsunday [9 June] next.

Procedure: adjudication of John Gordon of Haddo's lands and possessions
Comprising against [Sir John Gordon of] Haddo

The convention of estates ordain a comprising to be led against John Gordon of Haddo for comprising his lands and heritages at the instance of William Thomson, in name of the public, and Archibald Primrose, clerk of council, for his interest, for the fine of £10,000 imposed upon Sir John Gordon of Haddo, whereof £1,200 is assigned by the said estates to the said Archibald Primrose; and in regard that messengers of arms may not safely proceed neither to the lands, heritages and house pertaining to the said Sir John for searching for his moveable goods, nor to the ground of his lands and dwelling house, nor to the market crosses of Aberdeen and Banff within the which his lands lie, to denounce the same apprised, nor to warn him and all other parties having interest to see the said apprising carried out, nor yet can they proceed to him to cite him personally because of the insurrection in the north for which the said Sir John is a special actor, therefore the convention of estates give warrant hereby to the lords of session to direct letters of apprising at the instance of the said Archibald Primrose and William Thomson for apprising of the lands and the others above specified, and to give warrant in the same to messengers of arms to denounce the said lands and to warn the party and all other parties having interest at the market cross of Edinburgh and Stonehaven, because there is no safe access to the ground of his lands, his dwelling house nor the market crosses of Aberdeen and Banff; and in case safe access cannot be had at the time of the said denunciation at Stonehaven, then to denounce at the market cross of Forfar; and in case safe access cannot be had there, at the market cross of Cupar in Fife. Which citation and denunciation and apprising following thereupon the said estates declare to be as valid and sufficient as if the same were done personally at his dwelling places and upon the ground of his lands according to the accustomed order, whereby, and with not being able to search his moveable goods upon the ground of his lands and at his dwelling house, the said estates, in respect of the troubles and in the case aforesaid, dispense by this act, and that the said lords of session grant all other dispensations for leading of the said apprising within the tolbooth of Edinburgh anent the time and place.

The estates ordain the general of the artillery and his deputes to deliver to [Archibald Campbell], marquis of Argyll, or any having his warrant, 500 muskets and bandoliers, 800 weight of musket ball, 1,200 weight of match and 800 weight of powder for the use of the forces that are to go out of Argyll to the north, the said marquis paying presently the money owed for the said muskets and bandoliers or giving bond to restore the same or give in as many to the magazine between now and 1 June next.
