Act anent the quorum of the committees

The estates do declare that in the division of the great committee to be in two quorums, one to be with the army and another to remain in this kingdom, the meaning of the estates was cumulative and not privative in so far as any one of the said two committees is, notwithstanding of this division, a member of both committees, as he shall have occasion to be present and has as free a voice and place in either of the committees as if he were particularly named.
