Reference to the committee anent the excise

The convention of estates, considering the great necessity of the Scottish army in Ireland and how necessary it is that some means be presently found out for their subsistence and supplying the army now lifted in this kingdom, and that in respect of the present marching of the army and other inconvenient occasions they could not at this time determine upon the same but have appointed a more frequent meeting of the estates to be here for that purpose upon 25 January, do therefore recommend to their care and wisdom to resolve upon some just, equal and solid way in the time of such necessity for supply and maintaining these armies by way of excise or some such other certain way as they shall think fit, and recommend to the committee of estates to prepare the same until the next meeting of estates.
