Act appointing public business to be first heard

The which day the estates of parliament agree that it may be enacted that the public business such as acts concerning rescinding, ratifying, reviving former acts of parliament or assembly and making new laws be first proposed and concluded in parliament, and that until these things be finally concluded no particular matter concerning any person, either overture, action, process, petition or other thing whatsoever shall be moved, heard or discussed in parliament, but the same to be reserved to the second place, and that the act formerly made be renewed that nothing concerning any private estate be moved in parliament until all public business and process be passed and concluded.

Warrant: regarding the covenant and oath
Warrant for a proclamation discharging all noblemen who are cited to the parliament and have not subscribed the covenant bond for maintenance of the acts and taken the oath to have place or voice in parliament

The estates of parliament, presently convened by his majesty's special authority, having taken to their consideration that there be sundry noblemen of this kingdom who are now returned or returning with his majesty to this country, and who are either cited to the parliament or have not as yet subscribed and sworn the National Covenant and bond for maintenance of the acts of parliament, with the oath now appointed to be taken by the members of parliament, therefore the said estates of parliament, in our sovereign lord's name and authority and in the name and authority of the estates of parliament, command and charge all those noblemen who stand cited to the parliament to abstain from voicing or sitting in parliament until they be called and tried, and in the meantime discharge them to sit or voice in parliament, and also in name and authority foresaid command and charge those other noblemen who have been out of the country and stand not cited to the parliament but have not subscribed and sworn the covenant nor subscribed the bond for maintenance of the acts of parliament and taken the foresaid oath that they claim not to be admitted, to have place or voice in parliament before they first subscribe and swear the covenant, with the bond for maintenance of the acts of parliament, and take the oath appointed to be taken by the members of parliament; and ordain proclamation to be made hereof at the market cross of Edinburgh by sound of trumpet that none pretend ignorance of this warrant.

Procedure: ordinance for informing the king of proceedings in the parliament
Ordinance for giving information to his majesty of all that is passed heretofore in this session of parliament

The estates agree that [Archibald Campbell], earl of Argyll and [James Livingstone, lord Almond], lieutenant general, with [Robert Balfour, lord Balfour of Burleigh], president of the parliament, for the nobility; [Sir Robert Innes], laird of Innes and Sir Thomas Hope of Kerse for the barons; and [Patrick Leslie], commissioner of Aberdeen and [John Lepar, commissioner for] St Andrews for the burghs, with the clerk to attend them, are appointed and shall give information to his majesty of all which heretofore has passed in this session of parliament, which will serve to good purpose both to show the parliament's readiness to give his majesty account of their proceedings and to prevent misinformation to his majesty relating thereto.

Act for explaining the act for constitution of the parliament

The which day it is agreed by the estates that there be an act made explaining the act for constitution of the parliament, and declaring that it is the express meaning of the said act to exclude all officers of state, that none of them have voice or place in parliament hereafter, and therefore repeals all acts of parliament formerly made whereby they or any of them may pretend ground or liberty to sit and voice in parliament.

It is agreed by the estates of parliament that no nobleman being an officer of state shall take place or precedency but according to his creation, except the chancellor.
