Procedure: instructions to the commissioners at London
Instructions from the parliament of Scotland to thair commissionars at Londoune

1. Yow shall endeavor with the houses of parliament that reformation of religion be prosecute and established according to the covenant, and that what is alreadie resolved upon be speidilie put in practise. And in particular that the Solemne League and Covenant be enjoyned to be takine be all the subjectis as is mentioned in the propositions.

2. Yow shall desire that the peace of bothe kingdomes be satled and secured be joynt counsell, and that for this end that a joynt way be takine be bothe kingdomes for preserving monarchicall government or his majestie and his posteritie according to the covenant and lawis of the kingdome respective, and that in the interim, till his majestie be pleased to follow the advyce of his kingdomes, that the government be continwed according to the lawis therof.

3. Yow ar to press that untill suche tyme as his majestie grant the propositions or utherwise agrie with his parliamentis, a joynt course to be tane anent the disposall of his persone. And inregaird of the present condition of affairis in this kingdome and of the manie prejudices will aryise to bothe kingdomes be his comeing into this kingdome at this tyme, yow ar to endeavor that his majesties present residence may be with saifetie and honor in the kingdome of England.

4. Seing it wilbe necessarie alsewell for the securitie of England as saifetie of Scotland that some forces, horse and foote be keiped in armes heir till it please God to setle peace, yow ar to deall with the parliament of England that during that tyme (or at least suche ane definite tyme as can be agried upon) the sowme of aucht thousand pundis sterline be monethlie payed be the kingdome of England at suche tymes and places as yow sall condiscend, and securitie given for that effect.

5. Inregaird of the sufferingis of the Scottish armie in Ireland through the want of the mantenance agried unto them, wherby they have bene disabled to doe that service quhilk utherwayis might have bene expected from them, yow wald in name of this kingdome press the parliament of England that some solide and effectuall course be takine for ther intertinement for the future, or othewise thair bygane arrears may be satisfied and they recalled home, conforme to the treaties made theranent.

6. Inregaird of the great prejudice [that] hes occurred to this kingdome throw the parliament of Englandis not keiping of shippes upon the west coastes, conforme to the treatie (Irishes haveing at severall tymes cumd over and infested this kingdome without anie stopte at sea), yow ar to be instant with the parliament of England for remeiding heirof, and speciallie that the bargane with Capitan Lues Dik theranent be perfyted and ane effectuall course takine that the conditione to be agried upon with him be punctuallie keiped.

7. Yow shall deale earnestlie with the houses of parliament to send commissionars to Newcastle to joyne with ours in pressing the kingis majestie to grant the propositions as aforesaid, and that they may have power and instructions incaice of the kingis not giving satisfaction as aforesaid to treate and agrie with our commissionars anent the disposing of his majesties persone. And for that effect yow or our commissionars at Newcastle may condiscend (incaice of the kingis refuissall and rather then he sould come to Scotland) that his majesties residence sould be in some of his houses at or neir about London, quher a committie of bothe kingdomes sould attend his majestie and sie to the preservation of his royall persone with all dew respect and regaird and whair his guardis salbe suche as the tuo houses of parliament sall think fitt, without debarring anie persone haveand warrand from the parliament or committie of this kingdome or parliament of England respective to have access to attend his majestie, without prejudice to suche of the Scottish nation as have place or charge about the kingis majestie (excepting suche as standis now excepted in the propositione of peace) to attend and exercise the same, and all this onlie for the interim untill his majestie satisfie bothe kingdomes anent the propositions of peace, and onlie to be condiscendit unto upon full assurance that none sall doe harme, prejudice, violence or injurie nor use anie disrespective cariage in anie sort to his majesties persone nor dispose utherwayis on him without the advice and consent of the uther kingdome. And that thair salbe no other change of government (during his majesties not condiscending as aforesaid) then what hes bene these thrie yeirs bygane, and that his posteritie sall nawayis be prejudgit in the laufull succession to the crowne and government of these kingdomes, and that the one kingdome assist the other incaice they be troubled from within or from without for this agriement.
