The erle of Loudoun, chancellour, exhibite in face of parliament fyve lettires directed to them: one from the parliament of England, daited at Westminster, the 24 of Junii 1645; another from the commissioners at Londoun, dated at Worcester House, the 27 of Junii 1645; ane third from the committy at the army in Ingland, dated at Nottinghame, the first of Julii 1645; the fourt from the saides commissioneres, dated the 8 of Julii instant; the fyfte from the parliament of England, dated at Westminster, the 12 of Julii 1645; quhilkes lettires, eftir publict reiding, wer takine to consideratione be the estates, who haveing heard the said lord chancellor make ane vive summar relatione of the present conditione of effaires in Ingland, wherwith they fand themselves well satisfied, and that the said noble lord hade with great cair and fidelitie dischairged that trust put wpoun him as ane worthie patriot and deserved thankes and approbatione for the present whill there weightie effaires would permitt them to take his lordships merite and panes to ane more particulare consideratione and heare his lordship make ane full report of such particulares as did occurre dureing his lordship's negociatione.

The estates of parliament, presentlie conveened in the fourth sessione of this first trienniall parliament be vertue of the last act of the last parliament haldine be his majestie and thrie estates in anno 1641, have nominate and appoynted the persones wnderwrittin, viz: for the nobilitie, Archbald, marques of Argile, Williame, Erle Mershell, Alexander, erle of Eglingtoun, Johne, erle of Cassilles, Robert, erle of Roxburghe and Williame, erle of Lanerke; for the barrones, the lairdes of Coudoun, Brughlie, Scotscraige, Garthland, justice clerke and Cesnocke; for the burrowes, Sir Johne Smyth, Mr Alexander Weddirburne, Patrike Leslie, Thomas Bruce, Johne Kennedy and Mr Robert Cunynghame, and the lord chancellour and president of parliament to be supernumerarie, to treate and thinke wpoun what course may be thought fittest for the prosecutione of the present warr aganes the rebelles and to try what obedience is givine to the late act made for outputting of the forces; which committie is appoynted to meitt with the gentrie and such of the committies of warr of ilke shyre as are present, and the burrowes to meitt with the shyres within which they naturally ly. The quorum of the which committy by the said supernumerarie persones is appoynted to be ellevine, thair being tuo of each estate; and the said comittie to meit presentlie in the parliament house.

The estates of parliament, now conveened in the fourt sessione of this first trienniall parliament be vertue of the last act of the last parliament haldine be his majestie and thrie estates in anno 1641, taikeing to thair consideratione that diverse of the subjectes who have now latly conveened heir for prosecutione of the rebelles have now returned to thair owne homes without permissione obteaned for that effect, and thairby so farr as in them lyeth hath weakened the good cause by withdraweing thair helpe thairfra, thairfore they statute and ordeane that no persone of quhatsoevir state or qualitie goe to thair owne homes from the army and quarters wnder the pane to be reputed and haldine as malignants and persones disaffected to the good of religion and the kingdome and to be proceidit aganes, conforme to the certificatione contenit in the act of parliament made at Stirling. And ordeanes thir presentes to be published at the mercate croce of Pearth be sound of trumpett and to be sent be the lieutennent generall to be published be him in the leager and in the quarteres quhair the army lyeth, quhilke the estates declaires to be a sufficient publicatione heirof to put all the transgressours of the premiss in mala fide.

The estates of parliament, now presentlie conveened in the fourt sessione of this first trienniall parliament be vertue of the last act of the last parliament haldine be his majestie and thrie estates in anno 1641, be thir presentes gives and grantes full power and comissione to the particular persones eftirspecified, viz: Robert, lord Burghlie, Johne, lord Loure, Sir Johne Halden of Glennegeis, David Carmichaell of Baillmedy, Mr Frances Hay of Ballhoussie, Johne Oliphant of Bachiltoun, Robert Arnote, proveist of Pearth, and George Jemisone, proveist of Couper, to meit, conveene and set doune some course for provisione of victuells and interteanement for horss and foot in the armies and for preserveing of the cornes wndistroyed and to doe everie thing that may tend to the weell of the armies wherthrow they may be compleitlie provydit and chaiplie served intymecomeing, and ordeanes them to report thair proceidings to the estates of parliament.
