The estates of parliament, presentlie conveend by his majesties speciall authoritie, haveing takine to ther consideratione that ther be sindrie noblemen of this kingdome who are now returned or returneing with his majestie to this cuntrie, and who are ather citat to the parliament or hes not as yit subscryved and sworne the Nationall Covenant and band for mentinance of the actes of parliament, with the oath now appoynted to be tane be the memberis of parliament, therfor the saidis estates of parliament, in our soverane lords name and authoritie and in the name and authoritie of the estates of parliament, commandis and chairges all these noblemen who standis cited to the parliament to absteane from voyce or seate in parliament till they be callit and tried, and in the meane tyme dischairges them to sit or voyce in parliament, and als in name and authoritie foirsaid commands and chairges these other noblemen who have beene out of the cuntrie and standis not cited to the parliament bot hes not subscryved and suorne the covenant nor subscryveit the band for mentinance of the actis of parliament and tane the foirsaid oath that they cleame not to be admitted, to have place or voyce in parliament befor they first subscryve and sueir the covenant, with the band for mentinance of the actes of parliament, and take the oath appoynted to be tane be the memberis of parliament; and ordeanes proclamatione to be made heirof at the mercat croce of Edinburghe be sound of trumpet that none pretend ignorance of thir presents.
