[Overture for an act nominating persons to treat with England]

Forasmuch as her majesty has by her letter dated 25 June recommended to the estates of this kingdom the settling the succession in the Protestant line, and that the said estates are come to a resolution that they will not name a successor to the crown of this realm until they have treated with England in relation to the commerce and other concerns which this nation may have with that of England, therefore, her majesty, with advice and consent of the estates of parliament, nominates and appoints the persons following, being eight of every estate, namely: [...], to meet with such persons as shall be nominated by the parliament of England for the aforesaid end at any place upon the borders of the two kingdoms, that shall by both parliaments be found most proper, and this they shall do as soon as her majesty shall direct her letters to our said commissioners requiring them to meet. And by advice and consent aforesaid, it's further enacted that the said commissioners shall in treating with those of England be directed and inviolably observe such instructions as shall be given to them by the parliament of this nation, and that they shall not have power to conclude and determine anything but only to treat and report to the said parliament.
